From what we have seen on the L-1 Levee in Hendry Co, it doesn't matter because the Corps designed and constructed the levee where it is, not where the graphical section lines say it is. If the section lines move or are finally established, it creates a title fiasco but I believe you may have a situation where occupation overrides any other rights by description. Glades flood control structures are a unique situation where without those structures (canals, levees, etc), nobody would be able to enjoy the adjoining lands to even make a claim of encroachment in the first place. It becomes a chicken and egg situation!
