It is probably a cowhunter term for a palmetto scrub. I’d guess that the “ledge” part comes from the slightly higher elevation where they grow since saw palmettos aren’t particularly water tolerant. Saw palmettos are sometimes used as an indicator for the location of “Safe Upland Lines” (at or above Ordinary High Water) in river swamps in central Florida.
